He was a Deputy Defense Minister and General of the Russian Army. Kobets served with the army since 1956. Throughout his professional career in army he was appointed Chief of USSR Armed Forces' Communications, Deputy Chief of the General Staff and as a chairman of the new body – the RSFSR State Committee for Defense and Security. Kobets died in Moscow, on December 31, 2012.
